How to Distribute[]
1. Open the boxes.
2. Sort boxes by content.
3. Inventory the shipment and note any missing items.
4. Label empty boxes (to serve as containers) for each flying unit.
5. Issue publications to the units.
6. Place publications in their respective containers.
7. Close boxes neatly.
8. Notify each unit's FLIP monitor or alternate to pick up the publications at base operations
